Clinical Quality Measures
Clinical Quality Measures play an instrumental role in measuring progress in the implementation and refinement of an MTF’s disease management or population health program, and have been integrated into the command’s medical management and quality management programs. Clinical Quality measures have also been incorporated in the MTF’s business plan and commands are rewarded for their performance on the Evidence-Based Healthcare (EBHC) and Public Health (e.g. tobacco) measures.

- DOD 6025.13-R - MHS Clinical Quality Assurance Program Regulation (Jun 04)
- DoDI 6025.20— Medical Management Programs in the Direct Care System (DCS) and Remote Areas (Jan 06). Establishes the need for implementation of CPGs, Disease Management programs, and Outcomes Management.
- NAVMED Policy 06-011— Navy Medicine Disease and Condition Management Program. Provides guidance for establishing disease management processes, CPGs and metrics.
Clinical Quality Resources
- MHS-Clinical Quality Management website— Official TriService website for CQM. Provides access to MTF performance data and is the portal to the Hospital Compare website for consumer transparency.
- NCQA HEDIS® Measures— Healthcare Effectiveness Data & Information Set used throughout the MHS.
- The Joint Commission ORYX® Measures— Provides information on Core and NonCore ORYX measures.
- Population Health Dashboard— Display of aggregate MTF Population Health performance metrics used in conjunction with the PBB. Does not require a PHN account.
- Population Health Navigator— Provides aggregate performance and actionable data for MTF account holders for a variety of preventive services and chronic diseases (PHN Account required).
