Policy
Current DoD Policy (DODINST 6490.03) requires that the following units conduct DNBI surveillance as part of the "DoD Deployment Health Surveillance" program: all units (except Navy ships) deployed outside the continental United States (OCONUS) for more than 30 days to places absent a fixed MTF, all units specifically ordered to do so by the applicable Combatant Commander (COCOM), and all units directed to conduct this type of surveillance by service component policy. This DOD policy also allowed/encouraged lower level commanders/surgeons to mandate/conduct this type of surveillance if they believed the tool could help them combat the mission degrading effects of DNBI. Although exempt from the DOD mandates, CFC did mandate the conduct of DNBI surveillance by all afloat units via the COMFLTFORCOM GENADMIN N02H/05 DTG 211833Z DEC 05. Subsequent type commander implementation messages followed: COMNAVSURFOR GENADMIN N01M 072/05 DTG 211833Z DEC 05; COMNAVSUBFOR GENADMIN N02H/06 DTG 172210Z JAN 06.
Strategy
CFC's strategic purpose for mandating the conduct of DNBI by all afloat units appears in their policy message; it is CFC's goal to enable the early detection/monitoring of pandemic influenza/biologicial attack while also ensuring that each fleet unit monitors their populations for patterns of disease/injury that lead to the implementation of countermeasures as necessary.
