Background
NMCPHC was tasked by BUMED to support Navy Medicine efforts in developing a comprehensive Pandemic Influenza Plan that supports DON, DOD, and DHHS plans. A BUMED Integrated Process Team was established to identify key tasks and command responsibilities for carrying out those tasks. NMCPHC was responsible for supporting several surveillance-related tasks including facilitation of proper and timely case reporting, monitoring of trends, and tracking effectiveness of control measures.
In 2006, Congress granted the Department of Defense additional supplemental funding for improving Avian and Pandemic Influenza surveillance in the military and supporting host nations. NMCPHC is responsible for assessing existing electronic data streams, transmitted by Health Level 7 messages, for use in pandemic influenza surveillance in the Department of Defense. These data streams include laboratory results, radiology reports, and pharmacy transactions occurring in the direct care military system. Methodology plans for using these data in pandemic influenza surveillance among DoD beneficiaries are also being developed.
Objectives
- Analyze existing datasets to establish their scientific value in pandemic influenza surveillance
- Establish clear methods for using these existing data streams at each stage of a pandemic
- Facilitate timely seasonal and pandemic influenza surveillance
- Improve influenza case reporting, outbreak reporting and dissemination of information
