The mission of Navy Disease Vector Ecology and Control Center, Jacksonville, FL (DVECC, JAX), is to ensure the readiness of U.S. military operational and support forces by providing expert, timely and technical training and services in vector-borne disease prevention and pest management. Our vision is to provide the highest caliber of informational and technical products that will aid in overall Force health protection and for DVECC, JAX to be a primary resource for the Department of Defense on vector-borne disease prevention and pest management issues.
To accomplish our mission and achieve our vision, this Center and its personnel must accomplish two overarching goals: (1) While in garrison, significantly contribute to Force health protection and Force readiness by serving as a primary resource for U. S. military forces on all issues related to vector-borne disease and pest management; and (2) Be fully prepared and able to rapidly deploy anywhere, any time; and once on-site, assess and minimize the vector-borne disease threat to the operational forces. These two aspects encompass what DVECC, JAX is all about and we are thus totally committed to the following strategic goals:
- GOAL 1: Serve as a critical force
multiplier by protecting DoD personnel and materiel from vector-borne disease, vertebrate
and invertebrate pests. Crucial components include:
- Operational threat assessment, risk communication and on-site remediation.
- Training and certification of military and civilian personnel in all aspects of vector and pest surveillance, prevention, control and the proper use of pesticides.
- Testing and evaluation of novel equipment and technologies in the areas of vector and pest surveillance and control.
- Serving as Navy representative on joint-level military entomology issues with the Armed Forces Pest Management Board (AFPMB).
- Proactive communication and information transfer with current and potential stakeholders using professional forums as well as the latest technologies.
- GOAL 2: Center personnel and their
equipment will always be suitablyprepared for deployment, enabling them to be effective at
protecting the health of the Operational Forces. Critical components include:
- Maintain 100% deployable status for all personnel and vector control assets.
- MMART/FD-PMU team(s) able to deploy within 24 hours of first notification.
- Coordinate and conduct formal and informal field and classroom training, including military exercises, to maintain and expand entomology and preventive medicine expertise, as well as leadership, and other professional skills, for all personnel.
- GOAL 3: Provide organizational
support to the Center, Home Office and U. S. Navy, allowing efficient and effective use of
available resources. Critical components include:
- Through the Centers ESC, develop, implement, evaluate and modify Business and Strategic Plans.
- Provide support to the Navy PMT community through the Enlisted Technical Leader (ETL).
- Provide support to the Navy Entomology community through representation on the Navy Entomology Community ESC.
- Play integral role in FD-PMU concept development and in the transition from MMART.
- Perform all required collateral duties
- Instill an aggressive and fair military/civilian awards program and evaluation process.
- Develop a mentoring program for all staff.
- GOAL 4: As a part of the local
community, fully participate in activities that benefit that community. Critical
components include:
- Educate civilian community (e.g., schools, Boy/Girl Scouts, Junior ROTC, etc.) via presentations and tours of the Center.
- Develop partnerships with one or more local public schools (Ex. Mentoring, science fair judging, advisory councils, etc.).
- Participate in civic activities such as CFC and USO-sponsored events, NAS, JAX Air Show, Salvation Army, etc.
