Award Submission Information

Welcome to the 2012 Armed Forces Public Health Conference. Award eligibility and criteria have been modified, so please read carefully.

Nominations for CY 2012 NMCPHC Awards are highly encouraged. Please submit nomination packages electronically no later than 06 April 2012.

GENERAL ELIGIBILITY: The annual Navy and Marine Corps Public Health awards are for Department of the Navy (active duty and civilian) personnel only.

The following guidance is provided for package format/attachments:

  1. New Times Roman font, 12 pitch text
  2. Command endorsement cover letter
  3. Limit narrative as directed per each
  4. Digital 8x10 official, seated, military color photo of nominee in dress blue uniform with ribbons

Final selection of award recipients will be determined by award boards designated by the Commanding Officer, Navy and Marine Corps Public Health Center. 

"Due to the cancellation of the 2012 Armed Forces Public Health Conference, award presentations will take place in the coming months, date and place TBD."

The Vice Admiral Richard Nelson Award

Established in 2001, this award is presented in recognition of VADM Richard Nelson, MC, USN, the 33rd Surgeon General of the United States Navy, who served the Navy Occupational Health and Preventive Medicine community with distinction in numerous capacities from 1967 to 2001.

This award recognizes an individual for sustained professional excellence and significant contributions through career service that enhanced Navy and Marine Corps Occupational Health and Preventive Medicine Programs, and exemplified the mission of the NMCPHC,“to be the Navy and Marine Corps center for public health services and provide leadership and expertise to ensure mission readiness through disease prevention and health promotion in support of the National Military Strategy.”

ELIGIBILITY: Current and/or retired military and civilian members of the Navy Medical Department involved in Occupational Health, Preventive Medicine, and Health Promotion services ashore and afloat. Nominees must have at least 20 years of service in the Navy Medical Department.

CRITERIA:

  1. Demonstrated leadership among peers.
  2. Distinguished accomplishments in occupational health, preventive medicine or health promotion programs.
  3. Recognition and respect as a mentor.
  4. Significant professional achievement in their specialty.

The Rear Admiral Charles S. Stephenson Award

The RADM Charles S. Stephenson Award, established in 1986, recognizes an individual for excellence in Navy Occupational Health, Preventive Medicine, and/or Health Promotion programs at the activity level. RADM Stephenson played a major role in the development of Navy Preventive Medicine Programs during World War II. He was instrumental in the creation of the Expeditionary Epidemiology Units (forerunners of Navy Environmental and Preventive Medicine Units) and in the development of occupational health war plans. He organized and directed the U.S. Typhus Commission and was awarded the Legion of Merit, Purple Heart, Gorgas and U.S. Typhus Commission medals. This award is presented in his memory.

ELIGIBILITY: Military pay grades (O3-O5); Civilian grades (GS 11-14 or equivalent). Specialty areas include: Civilian and Military Physicians, Industrial Hygienists, Radiation Health Officers, Audiologists, Nurses, Analytical Biochemists, Environmental Health Officers, and Entomologists. Personnel assigned to Marine Corps units are also eligible for this award.

CRITERIA:

  1. Improvements in command public health processes.
  2. Creative management that maximizes use of equipment, personnel, or funds.
  3. Leadership qualities that empower staff and generate results.
  4. Significant employment of Preventive Medicine, Occupational Health or Health Promotion programs.

The Captain Ernest W. Brown Award

Established in 1986, this award recognizes an individual for excellence in Navy Occupational Health, Preventive Medicine, and/or Health Promotion programs at the activity level. This award is presented in memory of the late Captain Ernest "EW" Brown, a developer of early Navy submarine and occupational medicine.

ELIGIBILITY: Military pay grades (E7-O3); Civilian grades (GS 6-11 or equivalent). Specialty areas include: Civilian and Military Physicians, Industrial Hygienists, Radiation Health Officers, Audiologists, Nurses, Analytical Biochemists, Environmental Health Officers, and Entomologists.

CRITERIA:

The contributions of each nominee should include, but are not limited to:

  1. Significant achievements in the employment of Preventive Medicine, Occupational Health or Health Promotion programs at the activity level.
  2. Local program or process improvement of potential use Navy-wide.
  3. Creative management procedures that maximizes use of equipment, personnel or funding.
  4. Proven qualities that promotes teamwork and demonstrates leadership among peers.

The HMCM Stephen W. Brown Award

The HMCM Stephen W. Brown Preventive Medicine Technician of the Year Award, established in 1989, recognizes an individual Preventive Medicine Technician (PMT) for his or her sustained professional excellence and significant contributions to Navy and/or Marine Corps Preventive Medicine, Occupational Health, and/or Health Promotion Programs.  This award is presented in memory of HMCM Stephen W. Brown, who served the Navy with distinction in many capacities from 1952-1986.

ELIGIBILITY: Each Commander, Commanding Officer or Officer in Charge may nominate one PMT (HM-8432) currently serving on active duty (afloat or ashore), in pay grades E-6 and below, who have served for the duration of the award period.  Previous winners are eligible.

CRITERIA: Nominees must have significantly contributed to improve the readiness of operating forces or shore establishments, through their exceptional contributions in any area of preventive medicine, occupational health, and/or health promotion.  Their contributions should include, but are not limited to:

  1. Significant achievements in the employment of Preventive Medicine, Occupational Health or Health Promotion programs at the activity level.
  2. Local program/process improvement of potential use Navy-wide.
  3. Creative management procedures that maximize use of equipment, personnel, or funds.
  4. Proven qualities that promote teamwork and demonstrate leadership among peers.

These contributions may be in one or more of the following specialty areas: communicable disease surveillance and control, field sanitation, food safety, habitability, hearing conservation, heat stress, and vector/pest control.

The Radiation Health Technician of the Year Award

The Navy and Marine Corps Public Health Center Radiation Health Technician of the Year award recognizes an individual Radiation Health Technician (HM-8407) for his or her sustained professional excellence and significant contributions to the Navy Radiation Health Program.

ELIGIBILITY: Each Commander, Commanding Officer or Officer in Charge may nominate one RHT (HM-8407) in paygrades E-6 and below who, through his/her exceptional contributions in the areas of radiation health, has significantly contributed to the improved readiness of the operating forces or shore establishment. All RHTs (E-6 and below) currently serving on active duty ashore or afloat may be nominated. Only one nominee from each command will be accepted.

CRITERIA: Their contributions should include, but are not limited to:

  1. Clear and specific information that puts nominee “head and shoulders” above his/her peers
  2. Significant improvements to business practices resulting in permanent change, affecting the Navy globally, or at the activity level. (i.e. identifying new requirements and recommending solutions for completion).
  3. Significant achievements under unusual hardship or conditions. Include specifics of difficulties and what was done to overcome the challenges.
  4. Performance in a setting relative to the nominee's peers include:
    1. Results of most recent External/Internal Audits
    2. Results of most recent ORSE, RCPE Examinations
    3. Technical assist visits/external audits performed (This illustrates the Sailor is a recognized expert and is respected by his/her peers)
